County Clerk Tim Idoni has initiated a program to alert Westchester municipalities that a foreclosure proceeding has been commenced by a lending institution against a local property owner. Foreclosed properties are quite often abandoned or kept in disrepair during the process, harming the local neighborhood, or ignored by the bank or financial institution filing the foreclosure.

If you are a Westchester County resident and are in need of a personal identification card, you may apply in person at the Westchester County Clerk’s Licensing Office, 110 Dr. Martin Luther King Jr. Boulevard, Room 340 in White Plains, New York. The office is open to the public from 8:00 a.m. – 4:30 p.m., Monday through Fridays excluding holidays.

Idoni Honored as New York's County Clerk of the Year

County Clerk Wins Two State Awards

Westchester County Clerk Tim Idoni was honored by his peers with two prestigious awards on June 12, 2017 at the New York State Association of County Clerks (NYSACC) conference held in Lake Placid, New York. Idoni, currently serving in his twelfth year as the county’s recorder of land records and Clerk of the Supreme and County Courts, was hailed for his leadership in professional management processes, legislative advocacy and twenty-first century technological advancements. These are the ninth and tenth awards won since 2010, primarily for technological leadership and fiscal efficiency through systems that can be duplicated in counties all over the country.

Search Documents on Westchester Records Online

Search thousands of Westchester County Clerk records right from your home or office through our online portal, Westchester Records Online (WRO), by clicking the "Records Online" button on the left. You can find records ranging from 18th century deeds to judgments entered in our Legal Division last week to subdivision maps and atlases spanning the entire history of Westchester County. There is a fee to view images of documents (to offset the cost of scanning these documents), but quite a bit of data about a document is available free of charge. Click on "Records Online" and follow the instructions on the screen to get started. Sensitive documents such as matrimonial judgments or other sealed documents are not available online and require you to visit our office in White Plains and show proper identification. How can the County Clerk's Office assist in setting up a Limited Liability Company?

The Westchester County Clerk's Office cannot assist you in setting up your Limited Liability Company (LLC) until you have received a Filing Receipt from the New York State Department of State confirming that your Articles of Organization have been accepted for filing. At that point, the role of the Westchester County Clerk is limited to designating the two publications in which you must publish the required notice of formation. Please feel free to download the Designation of Publications from the Westchester County Clerk.  However, if you would prefer for us to issue you a hardcopy, please submit a copy of your New York State Department of State Filing Receipt to our office in person or by mail. Our office is located at 110 Dr. Martin Luther King, Jr. Blvd., Room 330 in White Plains and can be reached by entering through the Richard J. Daronco Courthouse. The office is open Monday through Friday, excluding legal holidays, from 8 a.m. until 5 p.m.  If you would prefer to submit a copy of the Filing Receipt by mail, please include a self-addressed stamped envelope. After publication has occurred, a Certificate of Publication, with affidavits of publication from each of the newspapers, must be submitted to the Department of State for filing with the required fee. If the information provided in your Business Certificate changes, you must file an Amended Business Certificate with the Office of the Westchester County Clerk. And if you discontinue doing business in Westchester County, you must file a Certificate of Discontinuance of Business which has been executed by a majority of the parties named in the most recent Business Certificate. The fee to file an Amended Business Certificate is $35.00 ($25.00 filing fee + $10.00 for two certified copies) payable by cash, American Express, Discover, MasterCard or Visa, certified check, attorney's check or money order payable to "Westchester County Clerk". If you are filing in person, our staff member can act as notary public as long as you provide valid photo identification.  If you file your Amended Business Certificate by mail, please be sure to include a self-addressed stamped envelope and note that credit cards and cash are not accepted. How can the Westchester County Clerk's Office help me in setting up my new business?

Pursuant to Section 130 of the New York State General Business Law, if you are conducting any business in the County of Westchester under a name other than your own, and are not a corporation, limited partnership or limited liability company, you must file a Business Certificate indicating your Westchester County address in our office.

Your Business Name:
Prior to filing your original Business Certificate, you are encouraged to visit Westchester Records Online to search business names to be sure that the name you wish to do business under is not already in use.  To get started, choose "Legal Records" and then choose the "Business Records" tab. You can also visit our office to conduct this search. Remember that if you are a sole proprietorship, you are not able to use designations such as "and Company" or "Association" in the name of your business. In addition, you are not allowed to use words which would imply the surname of another in your business name.

Filing Your Certificate:
Once you have determined that your desired business name is available, sole proprietors should submit an original of a notarized Business Certificate along with $35.00 ($25.00 filing fee + $10.00 for two certified copies) cash, certified check or money order payable to "Westchester County Clerk". Personal checks are not accepted but American Express, Discover, MasterCard and Visa are accepted in our office. Partners should submit an original of the notarized Business Certificate for Partners along with $35.00 ($25.00 filing fee + $10.00 for two certified copies) cash, certified check, attorney's check or money order payable to "Westchester County Clerk". You can submit these forms in person or by mail.  If you are submitting forms in person, a staff member can act as notary public as long as you are able to present valid identification.  When submitting your forms by mail, please provide a self-addressed stamped envelope and note that credit cards and cash are not accepted. You may purchase or renew an annual or daily subscription service online using your Visa, MasterCard or American Express.  In addition to being able to renew without leaving your office, you will no longer need to sign and forward written contracts to our office, but will instead agree to the same terms by agreeing to them online.  If you are a new user, just go to Westchester Records Online and click where it says "click here to register!"  Please fill in your name and email, choose a user name and password and then click "Register."  You will then be taken to the Shopping Cart screen, where you can choose the services you would like to purchase.  If you are renewing your existing subscription, please log into WRO with your username and password and then click the "View Cart" link in the upper right hand corner.  You will then be taken to the Shopping Cart screen, where you can choose the services you would like to purchase.  After choosing your services, click "Add to Shopping Cart" and then click "Checkout."  On the following screens, enter your contact information and your credit card information, and then review and confirm your purchase.

The option of signing hardcopy contracts and sending them with a check still exists.  To do so you must submit one originally signed and notarized contract found below to the address listed below, along with your payment.  The annual fee for each user id is $1,200.  Payment in full is due at the time you submit your contract.

Instructions for Registered Users to Change Their Password:  It is strongly recommended that registered users to Westchester Records Online change the password they are issued.  To do so, log in with your current password.  Select the Settings tab.  You will see the option to Change Password. Click on that button. Enter your current password and then your new password twice. Click "Save New Password" and a confirmation message will appear.
