2018 Mobile Passport Office Coming to A Town Near You!

We're currently scheduling community visits for our Mobile Passport Office's 2018 season.

At the Mobile Office, our Community Outreach staff can assist residents to apply for a United States Passport, including taking passport photos on site. On average, over 900 applications are accepted each year at our Mobile Passport Office.  Please see our Calendar of Events for dates when the Mobile Office will be coming to your community, and check back often, as new dates are being added.

Idoni Honored as New York's County Clerk of the Year

County Clerk Wins Two State Awards

Westchester County Clerk Tim Idoni was honored by his peers with two prestigious awards on June 12, 2017 at the New York State Association of County Clerks (NYSACC) conference held in Lake Placid, New York. Idoni, currently serving in his twelfth year as the county’s recorder of land records and Clerk of the Supreme and County Courts, was hailed for his leadership in professional management processes, legislative advocacy and twenty-first century technological advancements. These are the ninth and tenth awards won since 2010, primarily for technological leadership and fiscal efficiency through systems that can be duplicated in counties all over the country.

Search Documents on Westchester Records Online

Search thousands of Westchester County Clerk records right from your home or office through our online portal, Westchester Records Online (WRO), by clicking the "Records Online" button on the left. You can find records ranging from 18th century deeds to judgments entered in our Legal Division last week to subdivision maps and atlases spanning the entire history of Westchester County. There is a fee to view images of documents (to offset the cost of scanning these documents), but quite a bit of data about a document is available free of charge. Click on "Records Online" and follow the instructions on the screen to get started. Sensitive documents such as matrimonial judgments or other sealed documents are not available online and require you to visit our office in White Plains and show proper identification. eRecording in Westchester

As of Monday, September 24th, 2012, the Office of the Westchester County Clerk accepts all land records documents electronically.  Documents can be submitted directly to our office by using the PREP System or via the portal of key national electronic recording facilitators. Get ready for eRecordingby taking the following steps:

Get Ready to Scan

You will need to be able to scan your land records to create either a PDF or TIF file.  The scanned image of your submission must be clear and legible.  You may wish to purchase or update a scanner to support you when you start electronically recording.

Complete and Submit a Registered Submitter Agreement

New York State standards require each submitter to register with each separate recording office in order to participate in electronic recording.  To eRecord in Westchester County, please complete the Westchester County Registered Submitter Agreement and submit it as indicated in the instructions.  It will take approximately one week to process your application, after which your PREP User ID will be enabled so that you can upload images of your submissions through the PREP System.

Set Up a Pre-Authorized Debit Account

Electronic delivery requires electronic payment.  Westchester County will require customers wishing to deliver documents electronically to pay via pre-authorized debit account.  If you do not have a pre-authorized debit account, please apply now as these accounts take approximately a week to establish and test.  In addition, you can begin to use your pre-authorized debit account to pay for hard copy submissions so that you can become familiar with this payment process.

Requirements for Electronic Submission

Pursuant to 9 NYCRR §540.7(i)(4) of the standards and paragraph 8 of the Westchester County Registered Submitter Agreement, requirements for electronic submission are being posted to our website.  Please view our current list of Documents Accepted, our Indexing Requirements, and Image Specifications, File Format Specifications and Security Requirements.

Review the eRecording Standards

As of Wednesday, September 19th, 2012, the standards governing electronic recording have been enacted and published in the State Register.  The standards can be found at the New York State Office for Technology, which served as facilitator during the standards-setting process.

Determining the price paid for a property

We do not keep a listing of the amounts paid for properties. However, that information can often be determined by reviewing the deed for a property. If you come into our office, our staff can help you locate an image of a deed or you can search our records online. Once you have that image, you can locate the transfer tax paid and use the following formula to calculate the approximate purchase price:

For purchases before May of 1983: Divide the transfer tax by .0011.

For purchases after May 1, 1983: Divide the transfer tax by .004.

For example, if a property was sold in 1995 and transfer taxes of $1,500 were paid, you would divide $1,500 by .004 to learn that the property was sold for approximately $375,000.

Recording Land Records

The Land Records Division of the Office of the Westchester County Clerk records all documents pertaining to real property transactions occurring in the County of Westchester. The Land Records Division also processes New York State Mortgage Tax, New York State Transfer Gains Tax, Federal Tax liens, and is home to our Map Division.

The public can visit the Land Records Division to look up a current mortgage or deed, and even research documents dating back to the colonial days of Westchester.
