2018 Mobile Passport Office Coming to A Town Near You!

We're currently scheduling community visits for our Mobile Passport Office's 2018 season.

At the Mobile Office, our Community Outreach staff can assist residents to apply for a United States Passport, including taking passport photos on site. On average, over 900 applications are accepted each year at our Mobile Passport Office.  Please see our Calendar of Events for dates when the Mobile Office will be coming to your community, and check back often, as new dates are being added.


Idoni Honored as New York's County Clerk of the Year

County Clerk Wins Two State Awards

Westchester County Clerk Tim Idoni was honored by his peers with two prestigious awards on June 12, 2017 at the New York State Association of County Clerks (NYSACC) conference held in Lake Placid, New York. Idoni, currently serving in his twelfth year as the county’s recorder of land records and Clerk of the Supreme and County Courts, was hailed for his leadership in professional management processes, legislative advocacy and twenty-first century technological advancements. These are the ninth and tenth awards won since 2010, primarily for technological leadership and fiscal efficiency through systems that can be duplicated in counties all over the country.

Westchester County Clerk's YouTube Channel Features Tutorials on Using Our WRO and PREP Systems

The Westchester County Clerk’s YouTube Channel features eight tutorial videos on using Westchester Records Online (WRO) to search for land and legal records and using the Property Records Electronic Portal (PREP) to record land records in Westchester County.

Search Documents on Westchester Records Online

Search thousands of Westchester County Clerk records right from your home or office through our online portal, Westchester Records Online (WRO), by clicking the "Records Online" button on the left. You can find records ranging from 18th century deeds to judgments entered in our Legal Division last week to subdivision maps and atlases spanning the entire history of Westchester County. There is a fee to view images of documents (to offset the cost of scanning these documents), but quite a bit of data about a document is available free of charge. Click on "Records Online" and follow the instructions on the screen to get started. Sensitive documents such as matrimonial judgments or other sealed documents are not available online and require you to visit our office in White Plains and show proper identification. In Westchester County, our County judges determine whether a pistol license will be issued. The Westchester County Department of Public Safety Police Pistol License Unit conducts the investigation necessary to assist the court in determining whether a pistol license should be issued. The Office of the Westchester County Clerk supports both the court and the Department of Public Safety by maintaining records of issued pistol licenses.

Applying For A Pistol License In Westchester County: The Westchester County Pistol Permit Application and the Pistol License Safety & Information Handbook can be downloaded from our website.  Please note: In the application instruction package, the 3 x PPB3/PPB3A – State of New York Pistol / Revolver License Application forms (which has the fingerprint form on the back) MUST be printed double-sided. The FORMS WILL NOT BE ACCEPTED if they are printed on separate pages. If you have any questions regarding the application, please call the Public Safety Pistol License unit at (914) 995-2709. The restriction attachment forms are listed under the OTHER FORMS section below. Once you complete your pistol license application and complied with all the Pistol License Application Instructions, you MUST make an appointment with the Westchester County Department of Public Safety, Pistol License Unit by calling (914)995-2709 to be fingerprinted.

Application for Amended or Duplicate Pistol License: To add or remove a gun, change restriction, change employer, change address or request a duplicate pistol license, you must complete a State of New York Firearms License Amendment and submit it with the required fee to the Westchester County Clerk Pistol Licensing Division, 110 Dr. Martin Luther King Jr. Blvd., Room 340, White Plains, NY 10601.

Pistol License Recertification form: As mandated by the Westchester County Record-Keeping and Handgun Accountability Act, all current pistol licenses must be recertified with the Westchester County Clerk every five (5) years (on your birthday). Submitting your Pistol License Recertification form helps us to accurately reflect changes in the status of your license, such as living or deceased, address changes and ownership of the guns listed on your license. In order to fully comply with this law, you must submit your recertification forms prior to the recertification expiration date on your license. The updated information will be reviewed and pending approval, your recertified license will be mailed to you.

Pistol License Fees: The fees listed below can be paid by check or money order ( if you are mailing forms in) payable to "Westchester County Clerk", or by cash or credit card if you come into the office.

*The processing and recertification fees are waived for Qualified Retired Police Officers, Uniformed Court Officers in the Unified Court System, Retired Correction officers and others as set forth in New York State Penal Law Section 400.00(14).

Westchester County Firearms Safety Course: The New York State Penal Code Section 400.(4-b) states  “In the county of Westchester, at the time of application…  (the) licensing officer shall require that the applicant submit a certificate of successful completion of a firearms safety course and test issued in his or her name and endorsed and affirmed under the penalties of perjury by a duly authorized instructor. “

The Westchester County Clerk's office is no longer issuing hunting and fishing licenses. To find out where you can purchase a hunting or fishing license within New York State and Westchester, go to the New York State Department of Environmental Conservation  website and the online and phone sporting licenses issuing system.

Our regular business hours are Monday through Friday from 8 a.m. until 5 p.m.  If you are unable to visit our office during these hours, Westchester County Clerk Timothy C. Idoni's community outreach staff travel throughout the county to bring the services of the clerk's office closer to Westchester residents.  Our community outreach staff can assist residents and local colleges with varied requests.  Most frequently we assist visitors who wish to apply for a United States Passport, including having a photo taken.

Veterans are encouraged to take advantage of the opportunity to file a copy of their military discharge papers with the County Clerk’s office. This important document will be saved in perpetuity and should the veteran ever misplace or damage the document, an image can be provided, free of charge, by the Clerk. To file, bring your original DD-214 to the Legal Division of the Office of the Westchester County Clerk.  It will be copied and returned to you immediately.  The office is located at 110 Dr. Martin Luther King, Jr. Blvd., Room 330 in White Plains and can be reached by entering through the Richard J. Daronco Courthouse entrance. The office is open Monday through Friday, excluding legal holidays, from 8 a.m. until 5 p.m.

Military Law section 250 has provided for the County Clerk to serve as a safe and local depository for your military records, which are kept sealed for privacy protection purposes.  Please note that only the veteran, an immediate family member, a representative of the estate of a deceased veteran, or a public official acting within the scope of his or her employment may obtain a copy of any filed DD-214.
