Documents submitted to our office for recording must have cover pages created using the Westchester County Clerk's Property Records Electronic Portal (PREP) System. In addition, New York State Department of Taxation and Finance Combined Real Estate Transfer Tax Returns (TP584s) and/or Real Property Transfer Reports (RP-5217s) must be created using this system.

Authorization for Direct Payment (ACH)

Individuals or Organizations who frequently submit documents may establish an ACH Debit Account with the County Clerk. Requestors may specify any bank account they hold, at any participating Federal Reserve Bank, to be used as an ACH debit account for the payment of fees and/or taxes. Learn more.

Affidavit of Exemption Under Section 253(1-a) for Federal Credit Union or Natural Person
If you are seeking an exemption from additional mortgage tax, you must submit an Affidavit of Exemption when the mortgage is presented for recording.
