County Clerk Idoni Addresses State Association on Benefits of E-Recording

“How many of you have e-recorded a document?” asked Westchester County Clerk Timothy C. Idoni as he addressed members of the title industry at the annual conference of the New York State Land Title Association in Saratoga Springs, New York. And when only one attendee raised his hand, Idoni shared his strong desire to see that change in the near future.
Idoni, who is co-chair of the e-Recording Committee of the New York State Association of County Clerks (NYSACC), shared proposed legislation opening the door to e-Recording in New York. If passed, this legislation would bring the state in line with every other state by allowing for the electronic recording of land documents such as deeds and mortgages. Paper documents would still be signed at closings, but the method by which they are submitted to a County Clerk’s office for recording will include electronic transmission.
The cost savings from productivity gains can be significant. Savings can be derived from the reduction and/or elimination of data entry functions, the elimination of the handling of hard copy documents, postage, scanning and mail services.
In addition to the Land Title Association, NYSACC is reaching out to state-wide groups such as the New York State Bar Association, the New York Banking Association and others in related fields to push for this groundbreaking legislation.
“E-recording is a great management solution which I hope will be embraced by our customers,” shared Idoni, a former municipal manager. “It will improve efficiency, increase accuracy and result in better service with fewer tax dollars spent,” he continued. County Clerk Idoni was joined in his presentation by New York City Register Annette Hill and Monroe County Clerk Cheryl DiNolfo.
