Report Highlights Enhanced Services at a Lower Cost to the Taxpayers


WHITE PLAINS, NY: With government offices under continuing pressure to do more with less, the Westchester County Clerk reflected back on a successful 2012. “Our efforts to move this important office forward during trying economic times have resulted in one of the most progressive Clerk’s offices in the state and nation,” shared Timothy C. Idoni who just completed his seventh year as Westchester County Clerk.  “A combination of technology improvements and a keen eye on the needs of Westchester residents and businesses delivered results that have been recognized and appreciated,” he continued.

The 2012 Annual Report, released today, highlights Clerk Idoni’s success in running the Office of the Westchester County Clerk at a lower cost to taxpayers. Staffing has been reduced by twenty-nine percent (29%) since 2006, without layoffs, resulting in a cumulative savings to the taxpayers of $3.8 million. Personnel savings are only one part of total budgeted expenses which have been reduced by eighteen percent (18%) since Clerk Idoni took office.  

One notable achievement was improvement to the process by which land records such as deeds and mortgages are recorded by the office. In 2012, the Property Records Electronic Portal (PREP) System was enhanced to allow electronic recording (e-recording) of land documents, which commenced on September 24, 2012 after a dedicated and successful effort by the Westchester County Clerk to gather support for passage of state laws necessary for eRecording.  “We were the first office in state history to electronically record a land record last September, leading the way for Clerks throughout New York and potentially saving millions of dollars across the state,” began Idoni. “In addition to offering tremendous convenience and cost-savings to our customers, our office also captures savings which will continue increase in 2013 and beyond.”

The Office of the Westchester County Clerk is located at 110 Dr. Martin Luther King Jr. Blvd. in White Plains and is open from 8 a.m. until 5 p.m., Monday through Friday, excluding legal holidays.
