UCC E-Filing
The Office of the Westchester County Clerk accepts UCC's via E-Filing through the PREP System. Our standalone UCC E-Filing system has now been integrated into PREP to include the advantages built into PREP and to provide uniformity with existing land records E-Recording in PREP. Some of the advantages of E-Filing UCC’s in PREP include:
- Enter your submitter contact information only once when you set up your account and not with each filing
- Track and view your document after submission
- Submit as many UCC’s and UCC3’s as you like in a single transaction
- Utilize the simplified payment process
- Choose whether to scan your UCC and upload it, or fill in the UCC in the PREP System, eliminating paper completely
The system exactly replicates the standard UCC forms and is just as easy as filing a paper UCC, or you can scan your paper UCC and upload it, without having to deliver the physical copy to this office. When you fill in the UCC within PREP, the system is able to recognize many mistakes and omissions in the filings. The number of rejected filings is reduced by alerting the user of problems and preventing the submission of deficient documents until recognized errors are corrected. Additionally, New York State statute requires us to charge a reduced processing fee of $20 for UCC's submitted without a co-op addendum, instead of the $40 statutory fee for paper filed UCC's.

Drop Box Service
The Westchester County Clerk’s Office maintains a Dropbox for the delivery of hardcopy documents to the Clerk’s Office, which is checked several times throughout the business day. It is located in the lobby of the Courthouse at 111 Dr. Martin Luther King Jr. Boulevard in White Plains.
The Office of the Westchester County Clerk accepts Uniform Commercial Code (UCC), Federal Tax Lien (FTL), Other Federal Lien (OFL), and Notice of Common Charge (NCC) filings. In order to file any of these documents, your filing must: (1) be neatly typed or legibly printed; (2) be completely filled in, providing all required information such as any applicable section, block and lot; and (3) be accompanied by the proper filing fee in the form of a check or money order made payable to Westchester County Clerk. We accept three methods of payment, cash, check and money order, if presented for filing in our office. Please note that, pursuant to New York State Executive Law 96-A, the processing fees paid upon presentment of documents to be filed pursuant to the Uniform Commercial Code (UCC) are non-refundable, and will be paid whether or not the documents are accepted for filing. We encourage you to use the Property Records Electronic Portal (PREP) System to create cover pages for your submissions. And, if you are submitting a Uniform Commercial Code Statement, you are able to submit it electronically through the PREP System.
UCC E-Filing is now part of the PREP System
The Office of the Westchester County Clerk is pleased to announce changes to our Property Records Electronic Portal (PREP) system to accommodate the electronic filing of Uniform Commercial Code Financing Statements (UCC’s). All the functionality of our previous stand-alone UCC E-Filing system is now available in the PREP system, with the added document tracking and other functions available in PREP. If you already use the PREP system to record other land records, you will find that e-filing of UCC’s is as easy as any other document. If you haven’t used the PREP system, you will find that it is very straightforward and easy to learn.

You will need to create a PREP account, if you have not done so previously for the recording of other land records. Anyone who has created a PREP account can E-File UCC’s in PREP. E-Filing of UCC’s is automatically enabled for all PREP users. When creating a package, if the user selects a UCC document type, the system will ask whether the user intends to Upload or E-File their documents. If the user clicks Yes, there will be a link available on the Parties Tab which will allow the user to fill in the UCC online, or else the user can choose to scan the document and upload it at the end. As of Jan. 1, 2015, we have discontinued the mailing out of copies. Once a document is filed, the copy will not be returned. In order to obtain a copy, a request can be made by mail along with a copy fee (see schedule of fees on website) and a self-addressed stamped envelope for return. If the request doesn’t provide any recording information for the document, an additional $25 search fee will apply to locate that document.
