If you are a Westchester County resident and are in need of a personal identification card, you may apply in person at the Westchester County Clerk's Licensing Division, 110 Dr. Martin Luther King Jr. Blvd., Room 340, White Plains, New York 10601. The Passports/Licensing Office is open to the public from 8:30 a.m. - 4:00 p.m., Monday through Friday.
Certain requirements must be met in order to apply for the Identification Card. The links below will provide you with a list of guidelines for qualifying for a card as well as the application form. Fee Structure
- $8.00 for the application fee
- $10.00 for the photo card or $7.00 for Senior (65+) photo card fee
