Westchester County Clerk Timothy C. Idoni is proud to administer the Oath of Citizenship to new citizens twice a month at naturalization ceremonies which take place at the Richard J. Daronco Courthouse in White Plains. These ceremonies mark the culmination of the process of applying for United States citizenship for our newest citizens.

The process of becoming a citizen
Citizenship is one of the most coveted gifts that the United States government can bestow. Most people become U.S. citizens by birth within the United States or to U.S. citizen parents. However, others become U.S. citizens by naturalization. Naturalization is the process by which United States citizenship is conferred upon a foreign citizen or national after he or she fulfills the requirements established by Congress in the Immigration and Nationality Act (INA). These requirements include a period of residency within the United States, the ability to read, write and speak English, and an understanding of United States history, among other things. In addition, all naturalization applicants must demonstrate good moral character.
