The Licensing Division is located in room #340.

Applying for a Pistol License in Westchester County:

  1. The Westchester County Pistol Permit Application & Application Instructions and the Pistol License Safety & Information Handbook for Westchester County are available at the Department of Public Safety's Pistol License Unit website. You must download the application and handbook.
  2. Pistol license applications are submitted to the Westchester County Department of Public Safety. Pistol License applicants must make an appointment with Public Safety’s Pistol License Unit by calling 914-995-2709. More information on applying for a pistol license is available at the Department of Public Safety website. The County Clerk’s Office cannot schedule pistol license appointments for Public Safety.
  3. The Department of Public Safety will fingerprint and interview the applicant and conduct a background investigation.
  4. Upon completion of its investigation, Public Safety forwards the application to the Office of the County Clerk.
  5. The County Clerk’s staff delivers the application to the Court for its determination. In Westchester County, Justices or Judges of the Supreme or County Court, respectively, determine whether a pistol license will be issued.
  6. The Court forwards its determination to the County Clerk’s Office. If the application is denied, you will be notified by the Court. If the application is granted, you will be notified by the County Clerk. Upon receipt of the County Clerk’s notification, you must come to this office to have your photo taken and signature captured and your new license will be printed and issued on the spot. 

To change the restrictions on your pistol license:

  1. Complete and sign the State of New York Firearms License Amendment forms in duplicate;
  2. Complete and sign the County Police Pistol Unit's Authorization for Release of Personal Information before a notary;
  3. If you are requesting to change your firearm license to a carry concealed license, you must also complete the Restriction Change Worksheet on the Department of Public Safety’s website, found here; AND
  4. Submit the signed and notarized forms with the required fee of $3.00 (payable to the Westchester County Clerk) to:

To add or remove a gun, change employer, or change address:

  1. Complete and sign State of New York Firearms License Amendment forms in duplicate; AND
  2. Submit both original signed forms with the required fee of $3.00 to:

To obtain a duplicate pistol license:

  1. Complete and sign the State of New York Firearms License Amendment forms  AND

To recertify a pistol license

As mandated by the Westchester County Record-Keeping and Handgun Accountability Act, all current pistol licenses must be recertified with the Westchester County Clerk every five (5) years (on your birthday). Submit two (2) original copies of the Pistol License Recertification Form, along with the required fee, to the Westchester County Clerk Pistol Licensing Division, 110 Dr. Martin Luther King Jr. Blvd., Room 340, White Plains, NY 10601.

*The processing and recertification fees are waived for Qualified Retired Police Officers, Uniformed Court Officers in the Unified Court System, Retired Correction officers and others as set forth in New York State Penal Law Section 400.00(14).

Westchester County Firearms Safety Course
The New York State Penal Law Section 400.00(4-c) states  “In the county of Westchester, at the time of application…  (the) licensing officer shall require that the applicant submit a certificate of successful completion of a firearms safety course and test issued in his or her name and endorsed and affirmed under the penalties of perjury by a duly authorized instructor.“

New York State In Person Live Firearm Safety Course Course
The New York State Penal Law Section 400.00(19) states, "Prior to the issuance or renewal of a [full carry] license... an applicant shall complete an in-person live firearms safety course conducted by a duly authorized instructor with curriculum approved by the division of criminal justice services and the superintendent of state police."
