Delivering Better Government Services at a Lower Cost

WHITE PLAINS, NY: “Our office now receives more revenue than it spends because fiscal discipline has been a hallmark of my administration,” shared Westchester County Clerk Timothy C. Idoni in the cover letter to his recently released 2013 Annual Report. “In addition, through the use of technology, our office has been able to re-imagine the way customers do business with us,” continued Clerk Idoni who accepted a 2013 Best of New York Award from the Center for Digital Government in recognition of works of distinction in the area of information technology.

The 2013 Annual Report highlights Clerk Idoni’s success in running the Office of the Westchester County Clerk at a lower cost to taxpayers. Operating expenses continue to drop, staffing remains lean, and drastic cuts to overtime and hourly staffing have been maintained.

The report also acknowledges the role of the Office of the Westchester County Clerk in facilitating commerce. “While Westchester County continues its efforts to grow its significant and diverse commercial base, our office continues to provide business professionals with the resources and level of service to help businesses prosper,” shared Clerk Idoni. The Office of the Westchester County Clerk now offers the ability to view public records online, submit land records electronically, and file certain court papers twenty-hours a day and seven days a week.

The County Clerk’s role in the pistol licensing process received quite a bit of media attention in 2013 resulting in its inclusion in the Annual Report. “The NY SAFE Act, signed into law in mid-January, not only tightened gun laws throughout New York State, but also provided a process for pistol licensees to shield their names and addresses from public disclosure,” continued Idoni. In 2013, over ten thousand of Westchester County’s almost seventeen thousand pistol license holders sought and were granted the ability to have the names and addresses shielded from public disclosure.

“As Westchester County emerges from the recent recession stronger than ever before, our staff stands ready to deliver the same level of service in a more active economic atmosphere”, concluded Idoni who has just completed his eighth year as Westchester County Clerk.
